In my case, I have Site server on separate server and SQL/SMS Provider on same server. But this is my DEV environment, so everything is virtualized and runs slow with minimal resources. That may explain why delayed start on site server fixed my issue. Probably virtual server with SQL/SMS Provider was slower to come online than my virtual site server.

While this is technically a valid configuration, the SMS Provider should be either on the site server or the SQL Server for best performance.
