In my case, I have Site server on separate server and SQL/SMS Provider
on same server. But this is my DEV environment, so everything is
virtualized and runs slow with minimal resources. That may explain why
delayed start on site server fixed my issue. Probably virtual server
with SQL/SMS Provider was slower to come online than my virtual site
server.

Hopefully that won't apply to anyone else.  I have never heard of
placing the Site Server and SQL on one machine with the SMS Provider on
a remote system!!!  While this is technically a valid configuration, the
SMS Provider should be either on the site server or the SQL Server for
best performance.  Since both of those components are on the same box,
one would logically have placed the SMS Provider on the same machine.

 

No wonder they had problems!

Interesting. In case someone run into this issue. Even though this post
mention for SP1 site, it resolved my issue that started after R2
