Enabling it in WSUS is useless as the WSUS config is overwritten by ConfigMgr. 
You should not be performing any administration within WSUS.

Are you sure that you have this update class selected in both WSUS and in SCCM? 
 I ran into an issue about Office 2013 updates today at a clients; turns out 
I'd enabled the product in WSUS but not in Software Update Point.
