What Mark said. You can have overlapping boundaries between 2007 and 2012 for CONTENT, but not for site assignment. Enabling site assignment on boundary groups is one of the last steps of completing your migration. As long as you have 2007 clients out there looking to AD, you don't want to enable site assignment in 2012.

My environment is built using AD site boundaries. You can have overlapping 2012 boundaries when doing a side-by-side 2012 build-out, right?
