Yes, just check the box that says "Allow users to run the program independently
of assignments" on the User Experience dialog page in the Deploy Software
Wizard or on the User Experience tab of the deployment properties.

If I did that, it would still allow the user to install before the required
date correct? Just want the make sure I am understanding this correctly.

New deployment. You cannot change an existing available to required.

You can deploy as required, with an available from time of now, and a deadline
of two weeks from now.

Subject: [mssms] Change Application Deployment type

We are getting ready to deploy IE 11 to our users. If we put the application
out as Available for a week or so to give users a chance to upgrade on their
own, can you change the deployment to required later or do you have to create a
new deployment? Just trying to get some clarification on this as we are just
getting into applications and such.
