You do not have to make it a package. The option he was referring to is replaced in Application deployment properties under the deployment settings tab. It is the "purpose" option. [cid:[email protected]]

If we put the application out as Available for a week or so to give users a chance to upgrade on their own, can you change the deployment to required later or do you have to create a new deployment?
