Talking to my guy who does our Win8.1 image and the way we read this is that he can use the volume license copy of 8.1 with the update and he'll be mostly there. But MS isn't releasing a new one with all the fixes. Clients will still have to come to CM (or WSUS) and run the 2919355 to get the last of the fixes which I believe is just a new WUA that works with SSL. Clients won't actually run the entire beast all over again.
