Correct. If you start from the Windows 8.1 Update ISOs from VLSC and plug them into a WSUS (or ConfigMgr or Intune) environment where you've approved 2919355, you'll see it install about 100MB of stuff, not the full 800MB or so. The 100MB stuff is comprised of KB2934018 and the new WUA SSL fix KB2959977.

But MS isn't releasing a new one with all the fixes. Clients will still have to come to CM (or WSUS) and run the 2919355 to get the last of the fixes which I believe is just a new WUA that works with SSL.
