I had a similar issue deploying Win8.1.  The format and partition step would 
set the correct disk to be C:, but it would still assign S: to the system 
reserved partition, even though do not assign letter was selected.  After 
formatting, the TS would reboot, and it would come back up with the letters 
swapped (C: would be the reserved partition, and S: would be the rest of the 
drive).  I ended up fixing it by removing the restart between format and apply 
image.

I use a build and capture wim (SCCM of course :) ), I've disabled the step "Set 
Variable for Drive Letter" and it installs always on C:

Method #3 requires the least thought about the scenario and the fewest tweaks; 
you always let Windows decide what drive letter to assign to the OS partition, 
and Windows always picks C:.

That makes method #3 really simple to implement, just add one simple step to

Method #3 would be a fix for that guy who was having problems with drive 
letters and his refresh TS + DaRT Recovery Partition maybe, was a while ago now.
