Looks like Microsoft has just published some guidance around this.

The Microsoft Azure platform is retiring Windows Server 2008 Service Pack 2 (SP2) as a guest operating system. When you install a Cloud Distribution Point in Configuration Manager 2012 R2, the operating system used by the guest instances is Windows Server 2008 SP2. Will the ConfigMgr 2012 R2 Cloud Distribution Point role be affected by this Azure platform change? If so, will there be a hotfix to update the .cspkg file included in the contentwebrole.cab file? Is it supported to manually change the operating system family of the Azure Cloud Service that hosts the Cloud Distribution Point role? I've attached the announcement about the retirement of Windows Server 2008 SP2. Cheers, Trevor Sullivan Microsoft PowerShell MVP
