To my knowledge, yes. you can also use the dism method. For older OS w2k8 non-R2 or vista pkgmgr will be the alternative to dism if it's not available.

(obviously retract for reboot). For TS run step be sure to ignore 64-bit file system redirection for 64-bit OS. For package program be sure to use sysnative (IIRC) work around for 64-bit systems.
