Yes I stopped the AV service and this did not seem to help.
Also I did re-review the requirements, and they seem to be correct.
After reviewing  SMSDPPROV.log which does show the following
:Finding Wimgapi.Dll
:MsiEnumRelatedProducts failed
:FindProduct failed; 0x80070103
:Found WIM upgrade code
:GetProcAddress failed for WIMExtractImagePath
:ExtractPXEImage failed; 0x8007007f

Searching on this now....
