Never apply = Configmgr will not apply power management settings to
computers in this collection even if they are in another collection with
power management settings.
Not Specified = This collection has no power management settings associated
with it.

Think of it this way:

If your boss comes up to you and says "Daniel, I'm not giving you any work
today!" but then another manager comes up to you and says "Daniel, we need
you to check every software update description for spelling errors", well
you're going to be stuck checking software updates for spelling errors.

If, however, your boss says "Daniel, I don't want you to do any work
today!" when that other manager tries to give you work, you can say "Spell
check it yourself! The boss gave me orders to do no work today!"
