For Windows, the big push at Ignite this year will be forward-looking content: new versions of products, especially Windows 10. If you want to know what's coming, we'll bury you in information :) There will be some troubleshooting, notes from the field, and other "current release"-related sessions, but that's probably only about a third of the sessions. We're trying to finalize the Windows session list this week, so if you have session ideas send them my way (quickly :)).
For System Center Configuration Manager, they haven't published their sessions yet (the ones listed come from other groups) - there are more coming. I'm sure everyone on this mailing list would like to see more of them, and fewer around Intune (from all you cloud haters :)). I've passed along your concerns. I did attend TechEd last year, it was okay but I say that because I enjoyed attending non-SCCM sessions. I found myself tired of the sale ole content at MMS year in and year out. I really like what Brian Mason is doing with the "new" MMS, sessions that have been presented elsewhere or previously aren't allowed at that conference. Unfortunately for me the timing of that one is terrible for me, or at least it was last year. This year I'm going to IT/Dev Connections but whatever conference(s) you decide to attend I'd highly encourage you to look outside of the vendor sponsored/specific conferences.
