http://dl.google.com/chrome/install/GoogleChromeStandaloneEnterprise.msi and/or http://dl.google.com/chrome/install/GoogleChromeStandaloneEnterprise64.msi don't work for you? We've used those for years. it's been the latest released version behind that url for a while. I don't know if those still require internet access--I've never watched honestly...
