With the 1607 build of Windows 10, you can install the Pro version (using your 
Pro key) and then use the Enterprise key to change/re-activate for Enterprise.
I just ran a test of installing / activating W10 1607 Enterprise and then 
changing the product key to Pro and it re-activated as Pro.

So it seems like you should be able to upgrade the W7 Enterprise systems to W10 
Enterprise and then re-key for W10 Pro.

I see there's some utility called "ChangePK.exe".  But my brief web search 
seemed to imply that you can go to HIGHER versions (Pro to ent) using 
ChangePK.exe; but I don't see that anyone said it was OK to go from Ent to Pro. 
 You may want to either open a call with MS and ask them, or experiment with a 
box or 3 and see 'what happens' if you try.
