I have also had success with IPicture from 95 and up (provided IE was
installed). Also, even though it's contrary to the docs, GDI+ also works on
95. I've got a CPictureHolder class hacked from MFC that works great with
ATL/WTL & GDI+.

Yes, this is true, the main requirement is to have Internet Explorer 3.0 or
later installed. I have succesfully used IPicture under Win98/Me/NT/2000/XP.
