My targeted platform is 98+ so the GDI+ license per se does not affect that.
There are other API problems which generally preclude use on 95 (it works,
but not well).

What does bother me, however, is that there are a multitude of bogus
"minimum OS" requirements throughout MSDN (which are *all* binding if one
bothers to read all of the EULA fine-print). If one were to follow such
strictly, the only platform meeting such requirements would be whatever was
the most recent offering (2K3 at the moment) and you would be in violation
the moment a new one went to Beta. I'm sure their marketing department
maintains such a stand, but I seriously doubt the US DoJ would do so --
especially since the documentation is known to be inaccurate at best.

Yes I've found this, however the docs say Win 98 and above because of
licensing.  If you distribute it for, or use it with a Win 95 system you are
in effect using it illegally.
