Especially since it is doing more than just file server. Your best bet
would probably be to add some more memory and punch up the page file.

64MB?  I'm kind of surprised that you don't have a lot of other issues.
I know that NT / 2000 will boot with that little RAM, but......  I don't
think that I've built a server with less than 384MB in a LONG time.
