Generally you get that when you have non technical managers (PHBs) making technical decisions. If they hired you for technical expertiese, either what you had or what you learn as you go, then they need to listen to you. If they aren't interested in listening to you, then perhaps you work at the wrong place. Granted this might not be the best time to look for work, but..... I left a job in the past when they just didn't listen to the technical folks, in the long run it worked out for me.
