I believe that PERMCOPY does copy NTFS permissions.  That was the point.
Do you have information indicating otherwise please share.  The
Microsoft TechNet article Q174273 outlines the procedure you would want
to follow.  The issue here is that the copy of permissions needs to be
done without a network connection between the two machines.  In that
case I am at a loss for a "good" way to do it.  NTBackup would be my
thought.  BTW, I enjoyed "playing".
