Why not? After all, the slot expander is switched using memory mapped I/O
at $FFFF. MSX1 can do that as well.
Note that the MSX1 BIOS doesn't support slot expansion, though. Which means
that only cartridges in the first subslot will be recognized by the BIOS.
But if you program the hardware directly, you can access the other
subslots. And if you use a slot expander only to turn on/off the cartridge
(what this message was about), it's good enough if you can access only 1 of
the 4 subslots.
Cartridge port definition didn't change from MSX1 to MSX2. So any cartridge
hardware that doesn't include software should be able to run on both. For
example, MoonSound and GFX9000 hardware will work on MSX1. But most
MoonSound software is for MSX2, so using it in MSX1 is not a very practical
option. I do think that if you insert a memory mapper you would be able to
run some GFX9000 software on MSX1...
