If it has a normal MSX cartridge slot, you can.
Note that a lot of GFX9000 programs will expect hardware not present in
MSX1, such as DOS2 or a memory mapper. But if you want to program the
GFX9000 yourself, MSX1 is enough.

No.
First problem: you would get an I/O conflict as both GFX9000 cartridges use
the same I/O ports.
Second problem: final version of GFX9000 didn't include superimpose
capability. As far as I know it was intended but dropped due to poor
performance (shaky image).

Those commands are available in all modes, both bitmap modes and pattern
modes.
