I just meant the JoyNet proposal was discussed here, modified and agreed
to a standard.

No!
This BUSCLK thing is only meant for improving sound and other devices on
7MHz computers without the need to make a modification to them.
But... in this case most external mappers will need a modification (get
their clocksignal from pin16 instead of pin42)

This is even better! These mappers will work without the modification.

this 7MHz (or other high speed) is required for the refresh of
memorymappers. If you'd use the 3.58MHz refresh while the processor is
running at 7MHz, there will be timing/refreshing problems.

The BUSCLK signal is a solution for the current problems and provides
something that is useful for future devices and it makes the current 7MHz
things compliant with the MSX standard.
