You mean it always tries to read when no disk is inserted, or do you 
mean it only tries to when booting or when you gave it a command to 
do so (like "files")?

I had errors like that in my early attempts to connect a PC diskdrive 
to turbo R. If I remember correctly, this was caused by the absence 
of a /READY signal.
But I think your problem is a different one. A good drive won't try 
to read when no disk is inserted. So I guess your drive has a 
defective disk sensor, so it always thinks a disk is inserted. Or 
maybe it uses a LED as a sensor, in that case make sure not too much 
sunlight is getting into the drive.

The combination of drive and diskROM, is that meant to be compatible? 
If so, it is probably a hardware failure.
