This is not really the case.
The contents of #FCC1 are #80 if slot 0 is expanded, #00 otherwise.
Similarly, #FCC2 is #80 if slot 1 is expanded, #00 otherwise.
And #FCC3 is for slot 2, #FCC4 for slot 3.
Because the main ROM is (usually/always) in slot 0 or slot 0-0, the value
in #FCC1 happens to be the same as the main ROM slot ID.
