No. Mine (OE) uses a proportional one. And I like that.

Yes. But there are other people who need a monitor, have a spare VGA one and
would like to use it instead of buying another old one which doesn't meet
any standard of nowadays and emits a lot of electronic radiation. This has
nothing to do with your earlier message.
