Netscape loads the entire page before it displays it (afaik it even loads
the images before displaying). IE displays while loading, so that's why it
seems faster. However, if you for example click-right within the window in
NS, you get the menu immediately. In IE, you have to wait a sec before it
appears.
I don't know any other example of the 'IE is slow'-argument. It loads faster
than NS... Maybe the response to Back and Next is slower. I don't know how
fast NS handles it but I can imagine that NS immediately goes to the
previous page, while IE first checks if there is a newer version available
(I guess)...
