This person is not just a person but it is ASCII Corporation.
ASCII Corporation is making an official MSX emulator because they are
interested in MSX again. They believe that there is some market for
retro-ware, possibly sold via the internet or some other software server. To
run these old hits from the past, you either need the hardware or an emulator
that correctly emulates the hardware.

That is correct. But none of them works perfectly, amongst others due to lack
on detailed documentation on the internal workings of the various processors
used. ASCII can get access to this kind of information and as a result might
be able to make a better emulator.
For more info on ASCII's renewed interest in MSX, I happily refer to Ikeda's
MSX Prints on the MSX Plaza. There you can follow the evolution of the last
two years, which led amongst others to the official ASCII MSX emulator.
