Did he? Maybe I'm suffering from information overload, but I don't remember 
reading that.

Maybe you're referring to the Author keyword. But that is an optional field, 
so it cannot be used as an ID. Also, full name is only one of the 
possibilities. Maybe some authors want to be anonymous, using full name as an 
ID is not a good choice in that case.

Theoretically, yes. But it should be rare, because you have to verify 
packages before you upload them. When it does happen, just give them the date 
of tomorrow. If you ever go more than a week into the future, then probably 
you're too careless to be creating packages ;).
