  Everything is needed to implement this on the standard are some bytes on
the INI file! Just the bytes needed to add something like:

PackageID=43564

or

PackageVersion=34565

  I think it will not bother anyone. If you present me ONE reason to
NOT add this (no, I do not think it'll make the .MSX packages a lot
larger), say it.

  I just do not see any reason to add
Packager=xxxx
PackageID=dd-mm-yyyy
  This will never be usefull to the emulator (only may be used by
emulator to show "Oh! The great xxxx was the packager of this package
in dd-mm-yyyy!")... or even to know that a package from the same guy
is newer than another (which means nothing, because the new one may
be worse than previous... anyone that do programming knows that
sometimes we break some things). Besides, these infos may be always
present as comments.
  In other hand, the PackageID as a version of the package has
several good functions, if we define it with care.

  All the MSX comunity may work on selecting if a new info may or not
be added to the actual "standard" of a package. This will minimize
the chance of a new package be worse than previous.
