No. These routines don't need to be on a ROM. The new routines can be
written from scratch (yes, that's the hard thing), but once the routines
are written they can be run from RAM. And forget about the BIOS
completely (though most likely these routines should implement some kind
of hardware detection, because disk controllers may be different on
different MSX computers).
