Filtering out "<!DOCTYPE" and "<HTML>" should kill most HTML, but maybe not
100%. Note however that not all HTML mail is spam, there are users trying to
post HTML as well. Most of that is multipart, which is blocked already (same
filter which blocks Outlook worms).

I was against this before, but the spamming is getting pretty bad now, so I'll
reconsider. Would anyone who has a problem with no longer being able to post
from non-subscribed addresses please mail me personally? Depending on the
number of objections we might decide to try and implement this.

Killing is a bit too much, but shutting them up would be nice. However, I have
no idea how to find out who the spammer is. Remember that the "From:" field
is very easy to forge, most addresses either don't exist or are from innocent
people.
I have sent mails to "abuse@" addresses of several ISPs in the past, but
usually there is only an automated reply, sometimes not even that. It seems
they just don't care.

Thank you for your suggestions. I cannot promise in what timeframe we will
have anti-spam measures in place though. The MSX mailinglist is using the
Stack infrastructure for free, so we cannot make hard demands, only ask
nicely. There are various other lists using the same infrastructure; some
changes might have to be system-wide and will therefore affect other lists as
well. But we will do our best.
