On MSX-1 yes. On MSX-2 not necessarily, because MSX-2
upgrade sets for MSX-1  could change that.

Very early in the boot sequence, because one of the
first things the BIOS needs is RAM and RAM may be in a
memory mapper. 

You might have a look at the ASCII documents MSX-2
Technical Reference, MSX 2 Technical Handbook  and the
MSX Red book. Found on funet or on
www.msxhans.msx2.com in the Books and Magazines section.
