AFAIK cmake does not depend on the GCC toolchain, so you need to install
it explicitly:

pacman -S mingw-w64-x86_64-gcc

The mingw64 "console" is just the same as the msys2 console but with the
mingw64 `bin' directory at the front of the PATH, so the mingw64
binaries are found first. It also sets some enviroment variables
(MSYSTEM, for instance) but that's basically it.
