Yes, I've checked that already. Indeed it's the ABI version, so from the
side of DLL naming it's correct. Now the problem is that with

Alexey switched from release Git branch `emacs-24' to downloading an
archive which god knows when will include this commit. If Emacs devs
backport https://github.com/emacs-mirror/emacs/commit/dc79845 to `emacs-24'
branch, then GnuTLS support it would be immediately available. But
currently GnuTLS does not work at all with the `mingw-w64-emacs' package.
