We need someone knowledgeable to tackle this problem. Unfortunately, the MSYS2 
project doesn't have much manpower and as it currently stands, the issue 
probably doesn't bug anyone enough to delve into it.

Can you reproduce the same slowness with Cygwin? Please try a few different 
versions, if possible, as various changes regarding user accounts appeared 
lately.
