There is a long-standing problem with the Emacs package: entries for its info files are not incorporated into the `dir' file in /mingw[32-64]/share/info, so they are not accesible from the index.

The Arch PKGBUILD does nothing specific about it: https://git.archlinux.org/svntogit/packages.git/plain/trunk/PKGBUILD?h=packages/emacs and AFAIK pacman should do the Right Thing without further intervention.
