Thank you for the response. I understand that Python2 has reached EoL as of January 1, 2020, but there are still projects running python2 and the transition to python3 is slower and takes time for some. Given that the packages are available at http://repo.msys2.org/mingw/x86_64/ (at least for some time), we could use manual installation, correct?
