I mean the transition should have happened earlier than EOL…
You can install packages manually, yes
pacman -U
http://repo.msys2.org/mingw/x86_64/mingw-w64-x86_64-python2-2.7.17-1-any.pkg.tar.xz

However, since the packages are not in the database anymore and new
packages are now conflicting the old ones
e.g. https://github.com/msys2/MINGW-packages/issues/6054
you will have a very hard time doing conflict and dependency resolution
manually…
