I don't think that the command line interface is *that* similar. TortoiseHg is much less mature than TortoiseCVS (the great mother of all tortoises) or TortoiseSVN (with the coolest interface). I would probably copy stuff from those projects first. Besides, TortoiseHg adds Python to the list of dependencies. THG has stolen bits and parts from TSVN, TCVS, TBZR, and even some ideas from gitk.
