There's only one piece of software I know of which does something like
what you are aiming for.

I don't think it solves all your problems, but it might help. I'd be
surprised if someone somewhere has not developed the type of thing you are
looking for, even if only as a custom built solution. It might just be
easier and produce better results if you invest in translating the
keywords into different languages using a combination of MT, TM and human
translation. Having translated keywords in the meta tags of the HTML would
also help you rank higher on foreign language search engines.
