Did the committee give out warning to both sides, and try to calm the
things down? In fact, there are several things can do other than a
permanent suspension. It can send out a private suggestion, a private
warning, a public warning, a periodical suspension then permanent
suspension. But at least we can't see any other things the committee acted
until told us Ed has been suspended.

You can still warn him, or warn both side just like the ref gives yellow to
both sides to calm down the conflict.
