I'm new at the foundation; as far as I can tell, according to this page: https://www.mediawiki.org/wiki/Summer_of_Code it seems like if you have any general questions about GSoC you can ask Sumanah who just came back from a sabbatical (her profile https://www.mediawiki.org/wiki/User:Sumanah isn't up to date in that respect).
I imagine that our project will participate in GSoC this coming summer (at least I'm interested in doing so and ready to act as a mentor).
