For your compile question - yes, you will need the evolution devel package. I know people do compile on Debian, so this shouldn't be a problem, but I don't know that we have ever had anyone report success on a PowerPC platform, so if this works let us know.
As for your phone - it can use SyncML, but I believe it uses WBXML transport that our SyncML plugin does not support yet. The person who wrote the SyncML plugin is not around right now, but when he gets back he should be able to confirm.
