I doubt it. Multisync relies on gnome/gtk... and not all if this currently compiles under windows. But the next version of multisync will definetly compile under cygwin (although some plugins might not. depends on the libs that the plugins are using).
And yes, activesync is free. but ill just cite the author of this thread: "without ActiveSync and using OpenSource".
