I doubt it. Multisync relies on gnome/gtk... and not all if this currently compiles under windows. But the next version of multisync will definetly compile under cygwin (although some plugins might not. depends on the libs that the plugins are using).
Someone on this list "de-GUI'fied" multisync to run as a standard glib application from the shell, no gui required. This was several months back, but it is in the list, including the patch that provided this functionality. Do a search, you'll find it.
