This sounds like a user ID/password and/or ftp issue to the ipaq. Is it connected properly to your desktop? Can you ping the IP address you assigned to it? I would next try to manually FTP to the system using the same parameters as multisync and see if you get anywhere. I think once you solve that, you will be on your way.
