That is because, the connection doesn't close unless the datareader object is closed.  
 I would suggest not to return a datareader.   CommandBehavior.CloseConnection: When 
the command is executed, the associated Connection object is closed when the 
associated DataReader object is closed.   In your code you are returning a datareader. 
As a result you have an increasing number of readers kept open and inturn increasing
