I think Satelllite Assemblies (SA) are the best approach. This
comes
in handy when you are developing and application based on a framework.
Database some unicode complexities for multilingual support eg
Chinese. Since SA remain external to the application they can me
updated. We can have several set of SA for different
languages.Language specific third parties can be contacted.
