Algorithm identifiers are not specified. There are three different
models for access conditions including unspecified proprietary coding.
One tag is used twice. Lowest INS-bit will be reused in future 7816.
No file layout specified, i.e. I might sign something with commands
according to 7816, but first I must put the key with some proprietary
format onto the card. (Key generation command is specified, but there
might be files neccessary which must be created before.) And then
7816 is so complex, that it would probably be not possible to implement
it on the current highest end card which have about 200-250kB ROM.
So manufacturers must choose some subset of 7816. And did I say, that
Secure Messaging support 26 different object types?
